3.  SAFE AND EFFICIENT ROAD AND TRANSPORT NETWORK.

  • Increased and stable funding allocations to the North West, Central West and South West TMR Districts under the Queensland Transport and Roads Investment Program (QTRIP) to support critical supply chains across Western Queensland as well as local workforce sustainability, capability and capacity.

  • TIDS allocations to the North West, Outback and South West RRTGs to immediately be increased by 25 per cent (from existing 2019/20 allocations) until 2021/22 and then increased by 50 percent in 2022/23 and 2023/24 to support infrastructure upgrades on the Local Roads of Regional Significance to ensure communities are better connected.

  • A targeted program to fund immediate upgrades and progressive sealing of critical road links and strategic road corridors (such as those identified under the Inland Queensland Road Network Strategy) to support industry development and growth, road safety, and domestic tourism.

  • Review the current TIDS Policy to re-adjust the current 50/50 matching component acknowledging the constrained budgets of Western Queensland Councils.

  • A new ‘place based’ approach to Road Maintenance Performance Contracts (RMPCs) (and other programs/packages of work) in Western Queensland by awarding ‘sole invitee’ contracts to Councils as a priority. This will provide employment stability, value for money outcomes for the State and improved road stewardship capability in the local government workforce.

  • Immediately refer the matter of air route supply, regulated routes and airfare subsidies to the Queensland Productivity Commission for review given the impacts of COVID-19 and the impending review and renewal of industry contracts; and encourage airlines to streamline and make transparent their Discounted Fares Program.

  • Support collaborative arrangements by ensuring funding for the Roads and Transport Alliance State-wide Capability Development Fund remains, at a minimum, at current levels to help build workforce capability, promote joint purchasing and resource sharing and innovation in project delivery.
